A complaint process should make it clear who owns the customer's concern from receipt to response. Capture what happened, what the customer wants and which evidence is available, then confirm that the receiving team has accepted responsibility. Forwarding a message is not a reliable handover.
ISO 10002:2018 provides guidance for complaints handling related to products and services. Its published scope excludes employment disputes and disputes referred for resolution outside the organisation. Use it as a process reference, with separate routes for excluded matters and any applicable UAE sector or consumer obligations. The workflow below is an original implementation approach, not a reproduction of ISO clauses. ISO 10002 complaints handling overview
Key takeaways
Preserve the original concern before classifying it. Assign one response owner even when several teams investigate. Check urgent safety, security or legal implications promptly. Distinguish acknowledging a complaint, resolving the customer's issue and preventing recurrence; each needs different evidence.
Make intake usable across channels
Create a case identifier and record receipt time, channel, relevant product or service, customer account reference and preferred contact method. Retain the original message securely. Summarise the issue in plain language without replacing the customer's account with an untested explanation.
For an oral complaint, read back the main points or provide an appropriate written summary. Record any uncertainty, including disputed dates. Collect only information needed to handle the case and apply suitable access restrictions. A shared complaints spreadsheet should not become an uncontrolled store of identity documents or sensitive allegations.
Triage the concern before assigning a routine deadline
Check whether immediate specialist escalation is needed. Possible triggers include an allegation of injury, an ongoing security problem, threatened legal proceedings or repeated failures affecting several customers. These are examples for designing a local triage rule, not a comprehensive UAE legal classification.
Identify the relevant entity, service and jurisdiction. Refer sector-specific response periods and reporting duties to the responsible compliance owner. An internal target should never be presented as the statutory deadline without verifying its legal basis and applicability.
Require accepted ownership
Name the person responsible for the customer response and identify contributing investigators separately. When a case moves between teams, record the transfer request, acceptance time and next action. Keep the original owner accountable until the receiving team accepts, unless an explicit escalation rule assigns responsibility elsewhere.
Give the owner access to the evidence and authority needed for the next step. If refunds or remedial work require another approver, identify that route early. Do not promise a remedy merely because an agent can enter it into a system.
Investigate without deciding the answer in advance
List the questions that must be answered, the evidence needed and the source of each item. Separate confirmed facts, customer statements, staff recollections and unresolved points. Preserve relevant versions of orders, service records or correspondence rather than relying on a current screen that may have changed.
Explain the outcome in language the customer can understand, including what was checked and the next available route where appropriate. Internal closure should record the response sent and any outstanding remedy. It should not imply that the customer agreed unless that agreement was actually obtained.
A hypothetical handover between UAE teams
Assume a fictional distributor receives a complaint on Sunday about a replacement part that does not fit. Customer service forwards the message to logistics, which believes engineering owns the specification. These details are invented and do not describe a client.
Under the proposed process, customer service retains response ownership while engineering accepts a specific investigation task. The case record links the ordered specification, dispatched item and installation information. If the customer also alleges equipment damage, the triage owner considers specialist escalation before treating the matter as an ordinary return.
The evidence may show a dispatch error, an unclear specification or an unresolved disagreement. The owner records the supported conclusion and authorised remedy. A refund entry alone would not explain which of those situations occurred.
Track the handover without losing the response owner
Fictional case timeline. A complaint about a non-fitting replacement part enters customer service at 09:00. Engineering accepts the investigation at 11:30. Customer service remains responsible for the customer update; engineering owns the technical evidence question.
| Record | Example entry |
|---|---|
| Receipt | 09:00; original message preserved |
| Investigation request | 09:20; compare ordered and supplied specifications |
| Accepted investigation | 11:30; engineering confirms responsibility |
| Customer-update owner | Customer service throughout |
| Supported finding | Wrong part dispatched, based on linked order and dispatch evidence |
| Current status | Replacement authorised; delivery confirmation pending |
The investigation handover took 2 hours 10 minutes, while 2 hours 30 minutes elapsed from receipt to acceptance. These describe different intervals; choose and label the intended measure before comparing teams. Neither interval is presented as a legal deadline or performance benchmark.
Do not close the remedy merely because replacement was authorised. Keep its completion evidence and any customer response separate from the investigation conclusion. If an underlying dispatch-control weakness is confirmed, assign the improvement separately so that the customer is not left waiting for a larger process redesign. All times, findings and outcomes in this illustration are fictional, and an actual allegation of damage or injury would require the relevant specialist assessment.
Test the process after launch
Sample cases received through different channels. Check whether each has an accepted owner, an evidence trail, a recorded customer response and a reasoned closure status. Examine reopened cases and repeated transfers; averages can hide a small group of stranded complaints.
Where a recurring process failure is confirmed, use evidence of corrective action effectiveness to check whether the corrective action changed the underlying outcome. Keep that improvement work linked to the complaint without delaying an appropriate customer response unnecessarily.
Questions teams ask
Is every expression of dissatisfaction a formal dispute
No. Establish a consistent intake definition and escalation routes. External dispute resolution and employment matters need their own applicable procedures.
Can a complaint close while improvement work continues
Potentially, if the customer response and remedy are appropriately completed and the continuing work has a separate accountable record. Make the distinction visible.
Should staff promise a resolution date at intake
They should communicate a realistic next update and any verified applicable deadline. Avoid promising a final outcome before understanding the issue and required approvals.
