Fuel purchases and fuel consumption can differ materially within a reporting period. Before applying an emission factor, reconcile stock movements and establish where the fuel was used. This helps an India-based facilities or fleet team avoid treating every invoice as combustion in the month it arrived.

GHG Protocol provides a stationary-combustion calculation resource, while its Corporate Standard supplies the wider inventory framework. Use a method appropriate to the equipment and reporting boundary; a stationary-combustion resource is not automatically the correct tool for vehicles. This guide addresses activity-data control, not fuel handling or a conclusion about an entity's Indian reporting obligations. GHG Protocol stationary combustion tools GHG Protocol Corporate Standard

Key takeaways

Match the data to the consumption period. Reconcile opening stock, receipts, transfers and closing stock. Distinguish fuel consumed by included operations from fuel sold or transferred elsewhere. Preserve units, assumptions and unresolved differences before calculating emissions.

Set the boundary and units first

Identify the sites, equipment and vehicles covered by the inventory approach. Confirm who owns or controls the relevant operations under the chosen organisational boundary. Record fuel type and unit consistently, and resolve differences between invoices, tank records and operating logs.

Do not combine litres and kilograms without an appropriate, documented conversion. Where density or other conversion information is needed, obtain a suitable source and record its applicability. Leave any safety-critical measurement or tank-access activity to authorised personnel following the relevant procedures.

Build a movement reconciliation

For a defined storage boundary, start with opening stock, add receipts and inward transfers, subtract outward transfers and closing stock, then investigate the implied consumption and any other documented movements. Establish how returns, sales and losses are treated. The simple equation needs adjustment when the real movement categories differ.

Retain delivery references, stock measurement dates and transfer records. Check that movements near the period boundary are assigned consistently. If the closing measurement occurs after month end, explain any supported adjustment rather than pretending the reading was taken on the reporting date.

A hypothetical diesel balance

Assume a fictional Indian facility starts a month with 1,000 litres, receives 5,000 litres, transfers 500 litres to another site and ends with 1,500 litres. Assume all figures use a consistent measurement basis and there are no other movements or unresolved losses. These are invented assumptions for arithmetic illustration.

The implied consumption within this storage boundary is 1,000 + 5,000 − 500 − 1,500 = 4,000 litres. Using purchases alone would assign 5,000 litres to the period. Neither figure is an emissions total; conversion requires an appropriate method and factors after the activity data is accepted.

At group level, the receiving site's treatment must reconcile with the transfer. The same 500 litres should not be counted as consumed at the sending site merely because it left storage. Establish whether and when it was actually consumed within the consolidated inventory boundary.

Allocate consumption with evidence

Where a common tank supplies generators and vehicles, use supported dispensing or operating records to allocate activity. Do not assume an equal split because detailed records are inconvenient. If an estimate is necessary, state the method, basis and uncertainty, and obtain the appropriate review.

Check whether consumption is plausible against operating hours, output or other relevant information. Such comparisons are diagnostic, not proof of accuracy. An unexplained difference may arise from missing records, measurement timing, an incorrect unit or another issue; investigate before labelling it a physical loss.

Apply factors only after the reconciliation

Choose the calculation method and factors for the fuel, equipment, geography and reporting basis. Record the source, version, units and gases covered. Avoid importing a default from a different context without checking its suitability. This article supplies no universal India diesel emission factor.

Keep combustion emissions distinct from upstream fuel-related emissions where the reporting framework requires that separation. The practical data-quality approach in supplier data quality in Scope 3 estimates can support the upstream supplier work without moving those emissions into the wrong inventory category.

Maintain an evidence control

Have a reviewer check the opening-to-closing continuity, major movements, unit conversions and unexplained differences. Preserve the accepted calculation and its inputs as a versioned record. If a late correction changes consumption, show the old and revised values and update the affected calculation transparently.

Questions teams ask

Can invoice data ever be used as a consumption estimate

It may be reasonable where stock movements and other differences are immaterial under a justified method. Document the basis instead of assuming purchases always equal use.

Is fuel transferred to another site an emission

The transfer itself does not establish combustion. Track the activity to its use and apply the organisational and operational boundaries correctly.

Should an unexplained balance difference be forced to zero

No. Investigate it, record the limitation and use an approved estimation or correction approach where needed. A balanced spreadsheet is not evidence that the source data is complete.
