Keep separate records for water entering the reporting boundary, water discharged from it and water consumed under the reporting method being used. A utility bill labelled “consumption” can be evidence of incoming supplied water without establishing the organisation's sustainability-reporting consumption figure.
This guide helps UAE facilities teams prepare traceable site records, with a Dubai utility example. It does not make GRI reporting mandatory for every UAE business, determine discharge-permit conditions or establish that a site's water use is sustainable.
Three measures with different meanings
Draw the site boundary before collecting totals. Keep the source, destination, unit and period for each flow. Distinguish measured quantities from estimates and internal recirculation. Explain storage movements and unresolved differences rather than presenting a mathematically neat balance as verified evidence.
A bill measures only part of the story
In practical terms, withdrawal records water entering the organisation's defined reporting boundary from relevant sources; discharge records water leaving to relevant destinations. Consumption concerns water no longer available for use by the ecosystem or local community during the reporting period. Use the exact definitions and reporting requirements of the framework you adopt.
GRI 303 Water and Effluents 2018 distinguishes these measures. Its guidance permits consumption to be calculated as total withdrawal minus total discharge when direct measurement is unavailable. It also addresses reporting significant changes in stored water and explaining compilation methods. This article is a working-record aid, not a complete GRI reporting checklist or an “in accordance” conclusion.
Draw the physical and organisational boundary
List the premises, activities, tenants and shared facilities included. Mark incoming utility supplies, tanker deliveries, other water sources and each discharge route. Identify whether a shared meter serves areas outside the reporting boundary and how any allocation is determined.
Record internal recirculation separately so that a litre moving around a cooling loop is not counted as a new external withdrawal on every circuit. If water crosses between reporting entities or sites, retain the transfer record and define how aggregation avoids duplication. A group total must have a consistent organisational boundary.
Do not infer the ultimate withdrawal source of purchased water from the supplier's name alone. Obtain the relevant source information when the reporting method requires it and document unavailable information transparently.
Build the evidence ledger
For each incoming or outgoing flow, record the meter or source identifier, opening and closing reading, reading dates, unit, measurement or estimation method, responsible person and evidence file. Retain invoices, meter logs and relevant service reports. Where a meter is replaced or resets, record that event before calculating the period difference.
Check whether the bill covers the same dates as the reporting period. Keep cubic metres and other units explicit, and document conversions. A financial payment date does not establish when water crossed the site boundary. Use a controlled estimate where necessary and replace it through a traceable correction when actual evidence becomes available.
For discharge, identify the actual destination and the basis of the quantity. An incoming-water bill cannot establish discharge merely because a fixed percentage seems typical. A documented engineering estimate may be appropriate in a defined context, but its assumptions and uncertainty must remain visible for review.
Match the period and investigate differences
Reconcile the water movements to the same dates, including any material opening and closing storage. Preserve a separate record of storage changes. Do not automatically subtract storage from the framework's consumption calculation without checking the adopted method and explaining the treatment.
If the figures look implausible, check scope, units, timing, missing meters and estimated flows before attributing the difference to a leak. The record should distinguish a confirmed leak from an unexplained imbalance. For period completeness, document the period cutoff and identify which inputs are still provisional.
Dubai customers, including businesses, can use DEWA's consumption verification service when utility readings show an unexpected increase or decrease. The service can help investigate the utility measurement; it does not by itself verify discharge quantities or a GRI consumption calculation. Other emirates and overseas sites require the relevant local utility and regulatory arrangements.
Worked water balance with the assumptions exposed
Assume one fictional site and one matched reporting period. All external incoming and outgoing flows are covered, there is no change in stored water, and direct consumption measurement is unavailable. These invented quantities illustrate the calculation described in GRI 303-5 guidance.
| Record | Quantity | Treatment |
|---|---|---|
| External water entering the boundary | 1,000 m³ | Total withdrawal |
| Water leaving through the documented discharge routes | 650 m³ | Total discharge |
| Internal recirculation | 200 m³ | Separate operational record; not another external withdrawal |
| Opening and closing storage | Both 50 m³ | Change in storage: zero |
Calculated consumption is 1,000 − 650 = 350 m³, equivalent to 0.350 ML. The recirculated 200 m³ is not added to withdrawal or deducted again from consumption.
This is not a verified site result. If the 650 m³ discharge quantity is unsupported, the arithmetic remains reproducible but the reporting conclusion is not established. Label that input's status and resolve its measurement or estimation basis.
For the real record, keep meter identifiers, dates, source references, methods and the reviewer decision. Revisit the calculation when storage, boundaries or timing differ; the simplified assumptions here must not silently follow the example into a different site.
Keep the review focused on evidence and context
Ask a competent reviewer to check the boundary, definitions, significant flows, storage, estimation methods and unresolved exceptions. Keep the signed decision with the calculation version. For public reporting, also consider local water stress, discharge quality and other disclosures required by the chosen framework; a three-number ledger cannot address all of them.
For cross-border consolidation, retain each site's local context and methods before aggregating. A cubic metre in one catchment does not necessarily have the same environmental significance as a cubic metre elsewhere.
